World Space Program/Programme spatial mondial
In order to prepare the World Space Program report to be submitted at the 99 meeting of the IAF International Astronautic Federation, a working session has been organized at Melbourne Convention Center, Room Otway, on Thursday October 1st 1998.

Introduction
The absence of a number of WSP members and in particular of Ms Naja and MM Deschamps and Gaudin was noted and regretted.
1 Approval of the minutes of the latest meeting
The minutes of the Paris meeting on 2. April 1998 were approved.
2 Status of the WSP report.
The status of the WSP report was discussed.
A new contribution has been received on Science in Space (Author,Mr J-P Ribes). 14 contributions are thus available or have been promised, as follows:

Contributions 1 and 9 are not yet available but underway. Contributions 1, 3, 12 and 13 are still to be translated from french.
A contribution (to be part of the introduction ?) was promised by Mr Marchal on the evolution of demography in the various parts of the world.
Available contributions have been published on the Prospective 2100 web site (http://www.2100.org ).
Mr A. Lebeau has accepted to prepare a text putting together these contributions.
3. Discussion of the Programme of the group
3.1. Principle of a the organisation of a workshop at Unispace, in July 1999.
The possibilities to make the results of the reflections of the WSP known from a larger public were discussed.
As is known, a target has been fixed, which is to present the final WSP report at the IAA/IAF Congress in Amsterdam in October 1999.
Mr Doetsch proposed to envisage as another target the preparation of a workshop dedicated to presenting the WSP 92s ideas to the Unispace Conference in Vienna (end of July 1999).
This idea was approved, subject to a successful completion of the actions identified below (the date of the go-no go decision being the end of October 1998).
For the organisation of the Unispace workshop, WSP will obtain the support of IAF (due to the action of Mr Doetsch).
3.2. Preparation of the Unispace workshop
The members agreed on the following:
The Unispace workshop should be finalised at the WSP meeting foreseen in Paris in April 1999.
Before that, two workshops, one in Europe and one in North America, should be organised to study in more detail the WSP ideas.
These workshop should be organised at the beginning of 1999 (January or February)
The Secretariat of Prospective 2100 will be responsible for the organisation in Europe (Possibly in Paris or in Strasbourg, where Mr Doetsch can make facilities available at ISU).
Regarding the workshop in North America, names were proposed as co-ordinators , Mr B. Erb or another person at the Canadian Space Agency. Mr Doetsch volunteered to make the necessary contacts.
The workshops will be of an informal nature. They will be organised so as to permit discussion on the 13 themes identified above (see point 2) and progress in the formulation of the messages that WSP wants to put forward at the Unispace Conference.
Their objective will be to consider the 13 topics identified above, examine their importance, identify omissions that ought to be addressed, identify recommendations to be made and major impediments to their implementation.
Before the organisation of the two workshop, the persons responsible for the various chapters of the WSP report should contact experts, transmit to them the text that has already been prepared and ask for the opinion of the experts, and for any complement of information that could be useful. The experts in question should then be invited to participate in the workshops.
The methodology recommended is to prepare sets of scenarii (standard, pessimistic and optimistic) and not only a single view of what the long-term future prospects can look like.
In order to facilitate the task of the persons responsible for the various chapters, the role of the Prospective 2100 secretariat will be crucial in:
These tasks should be completed by the end of October.
The WSP members will then communicate by e-mail and take the decision to embark or not in the preparation of a workshop as Unispace.
4 Examination of the list of experts
A list of experts potentially interested in co-operating with WSP was tabled. It was observed that the persons in this list had not necessarily been contacted yet. It was observed also that the persons in charge of each of the 13 topics should identify additional experts capable and willing to contribute to the development of the topics in question. This should be done as soon as possible, in principle by communicating with the Prospective 2100 secretariat.
5. Next actions
It was agreed that the Prospective 2100 secretariat would circulate the minutes of the meeting and the recommendations for actions as soon as possible in October.
