Modern towns grind people down while their intolerable inner cities and township slums engender exclusion and rebellion. It's as if they were haunted by segregation and power struggles. They are the terrain for monstrous traffic jams, with losses of time accounting for billion of hours per day, much more than the work time it would require to reorganize them. They become dangerous places, where insalubrity, delinquency and criminality gain ground. Therefore all the world's large cities need to be restructured and their architecture adapted to the real needs of man, which ethology can assess, with excellent and reliable public transport (underground or overground metro, etc...), fast intercity networks (motorways and world-wide High Speed Railways), and networks for the distribution of water, drainage and electricity available to everyone. New towns, equipped with all facilities must also be created on a sufficient scale to absorb the global surplus of rural emigrants. Some of them will be built in areas which have become habitable through global warming due to the greenhouse effect (Canada, Scandinavia, Siberia...), others in regions containing many natural resources but with little population at present (Australia, central Africa, South America). |
Les villes modernes sont devenues des broyeurs d'hommes, dont les banlieues invivables engendrent l'exclusion et la révolte. Elles sont comme hantées par la ségrégation et les rapports de force. Ce sont des lieux d'embouteillages monstrueux, où les pertes de temps se chiffrent en milliards d'heures par jour, bien supérieures au temps de travail qu'il faudrait pour les aménager. Elles deviennent des espaces dangereux, où l'insalubrité, la délinquance et les maffias gagnent du terrain. Il faut donc restructurer les grandes villes du monde, avec une architecture adaptée aux vrais besoins de l'homme, que l'éthologie permet d'évaluer, des transports en commun puissants et fiables (métro souterrain ou aérien...), des réseaux interurbains rapides (autoroutes et TGV mondial), des réseaux d'eau, d'assainissement et d'électricité accessibles à tous. Il faut aussi créer de toutes pièces des villes nouvelles tout équipées, à une échelle suffisante pour absorber l'excédent mondial des migrants ruraux. Certaines de ces villes seront bâties dans les régions rendues plus habitables par le réchauffement dû à l'effet de serre (Canada, Scandinavie, Sibérie..), d'autres dans des régions où se trouvent de grandes richesses naturelles, mais actuellement peu peuplées (Australie, Afrique centrale, Amérique du sud). |
